Who owns the IP and the source code?

You do. On final payment, all custom code, designs and assets produced for your engagement are transferred to you, together with the repositories, infrastructure accounts and documentation needed to operate the product independently. Panzex retains rights only to its pre-existing internal libraries and tooling, which you receive a perpetual licence to use within the delivered product. These terms are set out in the contract.
